You're assuming they *weren't* lovers.
In truth, it's not a question I'm ever going to address directly--because I'm on the fence as to whether they were or weren't. Some days I think they were, some days I think they weren't. And rather than paint myself into a corner on that particular issue, I'll simply leave it ambiguous and let the reader read into it what they will.
However, I'm convinced that at some point Rose *will* tell Peter the truth of it. It's just not a story we'll ever see.
